Translational research ethics education and the changing perceptions of privacy and confidentiality in personalized medicine and translational research.


E. Bernadette McKinney holds terminal degrees in the Medical Humanities, Law, and Public Administration. She came to UTMB to pursue her interests in medical and research ethics, completing a Ph.D. in 2007 and engaging in postdoctoral work until 2009. Her interests in health-related law and ethics began with overseeing projects in the River Blindness Foundation, an international organization devoted to treating onchocerciasis (river blindness) in Sub-Saharan Africa and Latin America. Following the foundation’s merger with the Carter Center in Atlanta, she decided to further her education in the area of health law. She earned a J.D. in 2001 from the University of Houston Law Center, and shortly thereafter, became a member of the Texas Bar.  Currently a faculty member in the Institute for the Medical Humanities and in the Institute for Translational Sciences, Dr. McKinney has published articles in the fields of public administration, law, and bioethics. In addition, she is the former editor of the Texas Medical Jurisprudence Exam: A Self-Study Guide and the website for the Program on Legal and Ethical Issues in Correctional Health. Her current research interests involve translational research ethics education and the changing perceptions of privacy and confidentiality in personalized medicine and translational research. She teaches graduate courses focused on the intersection of law, medical ethics, and research ethics and medical courses focused on ethics and professionalism and presents at conferences and special events on biomedical topics of interest to various audiences.
